The Secretary-General announced in January of this year that he was available for a second five-year term. Eight out of nine Secretaries-General have been extended for a second term of office since the UN was set up in 1945. All of them were men. The die would seem to have been cast.

Yet at a time when the UN has made gender equality one of its priority issues, several women including Arora Akanksha, have shaken up the status quo by announcing that they will stand. At the ripe old age of thirty-four, Arora is confident that she can change the UN and succeed where so many others have failed.

It is a foregone conclusion that the challengers to Antonio Guterres have little or no chance. The Secretary-General is appointed by the General Assembly, upon the recommendation of the Security Council. As soon as Antonio Guterres announced that he was prepared to run for a second term, two permanent members of the Security Council rushed to express their support for him. Game over?
Irrespective of personality, valid questions remain unanswered. In this issue of UN Today, a representative of civil society, an external expert and a staff representative, share their views on eventual reforms in the UN Secretary-General selection process and on the internal assessment of Antonio Guterres.

A key institution as the UN needs people who are in sync with challenges that lie ahead. The candidate profiles of those who aim to lead it will thus be of paramount importance.


Qui prendra la tête de l’ONU à la fin du mandat d’Antonio Guterres en décembre 2021 ?

En janvier, le Secrétaire général a annoncé qu’il était disponible pour un second mandat de 5 ans. Depuis la création de l’ONU en 1945, huit secrétaires généraux sur neuf ont pu exercer un second mandat. Tous des hommes. Les jeux semblent donc faits.

Pourtant, à l’heure où l’ONU fait de l’égalité entre les sexes une priorité, quelques femmes, dont Arora Akanksha, bousculent les lignes en se portant candidates. Du haut de ses trente-quatre ans, Arora est persuadée qu’elle peut changer l’ONU et réussir là où tant d’autres ont échoué.

Toutefois, les chances des concurrents d’Antonio Guterres sont extrêmement limitées. Le Secrétaire général est nommé par l’Assemblée générale sur recommandation du Conseil de sécurité. Or dès l’annonce de la candidature d’Antonio Guterres, deux membres permanents du Conseil de sécurité se sont empressés de lui exprimer leur soutien. Fin de partie ?

Le débat dépasse cependant largement la question de la personne. Dans ce numéro, un représentant de la société civile, une experte externe et un représentant du personnel donnent leurs points de vue sur les réformes à envisager dans le processus de sélection du Secrétaire général et surtout sur le bilan interne d’Antonio Guterres.

Une institution clé comme l’ONU a besoin de personnes capables de relever les défis qui l’attendent. Le profil des candidats à sa direction est par conséquent d’une grande importance.
