The UN is often referred to as an entity in itself, operating autonomously of its own volition. 

The fact that the organization is, in essence, an international one, not a supranational one, is often overlooked. 

On that premise, is it meant to respond to the requirements of its Member States or to be greater than the sum of its parts?
