Every year, World Cleanup Day makes waste impossible to ignore: beaches strewn with plastic, mountains of discarded clothes piling up across the globe. 

The scale of it is hard to look away from, and it reminds us of what happens when the system breaks down. But in fashion, the most damaging losses rarely make it into the picture.

Textile waste is routinely framed as an end-of-use problem. Clothes end up in landfills, overwhelming communities and poisoning the environments around them. It sounds like a problem with a clear solution: produce less, discard less, do better. But the reality is far more complex. Waste in fashion is a symptom of value leaking out at every stage of a product’s life, long before it ever reaches a bin. Until the industry grasps that, it will keep patching holes rather than fixing the system.

A problem nobody can fully measure

One of the most uncomfortable truths about this industry is that nobody really knows how much textile waste exists, where it comes from, or where it ends up: different countries define, collect, and report textile waste in entirely different ways. Some of what gets counted is pre-consumer, offcuts and unsold stock that never reached a customer. Some is post-consumer (the clothes people discard), and a significant share simply disappears from the data altogether, uncounted and untracked.

The consequences of this blind spot are critical: without reliable data, it is impossible to know which interventions are working, where investment is most needed, or whether progress is actually being made. Brands cannot manage what they cannot measure, and policymakers cannot regulate what they cannot see. The circular economy cannot function without visibility.

For years, the industry has rallied around headline figures that have raised awareness but also created a false sense of clarity. Scaling circular solutions without reliable data is like navigating without a map: as Fashion for Good’s World of Waste research makes clear, building the data infrastructure to track textile flows, from production through to end of life, is not a secondary concern. It may prove just as transformative as any recycling breakthrough, and it is needed now.

The infrastructure gap nobody talks about

At Fashion for Good, we hear it constantly: the answer to fashion’s waste problem is technology, better fibers, smarter sorting machines. These innovations are critical and the industry needs them to move fast. But in our experience working across the industry, finding new solutions is not the real bottleneck: the deeper problem is infrastructure.

Today’s textile waste streams are a chaotic mix of fiber types, colors, coatings, zippers, and varying degrees of wear. 

A single bag of post-consumer clothing can contain dozens of different material combinations, many of which current recycling processes cannot handle together. Recycling processes, by contrast, require consistent, clean feedstocks to function. Between these two realities sits a critical and largely overlooked gap: the sorting and pre-processing capacity needed to turn mixed waste into usable raw material. Valuable materials that could re-enter the supply chain instead end up downcycled, incinerated, or in landfill, not because no recycling solution exists, but because the material never reached it in a usable form. Without it, even the most advanced recycling technology cannot do its job.

Building that capacity means investing in advanced pre-processing facilities that can handle complex, mixed materials, and regional sorting hubs capable of aggregating post-consumer textiles at the volumes recyclers actually need. Industry initiatives are beginning to explore what this infrastructure could look like in practice, like our Project Feedstock Activation Europe. It is unglamorous work, but it is also exactly what circularity requires.

Perfectly good, perfectly wasted

The assumption is that clothes become waste because they are worn out, beyond repair, or simply unusable. The data tells a different story, one where perhaps the most striking form of waste in fashion is not what gets damaged or destroyed. 

It is what gets discarded perfectly intact.

Fashion for Good’s analysis of more than 8,000 garments collected across Europe through our Rewear Project found that 37% showed no damage at all. Nearly four in ten items were discarded in perfectly good condition, not because they had reached the end of their use, but because their owners had moved on. That is not just a waste problem, but a value problem, and it points to something deeper than consumer behavior. It reflects an industry that has long prioritized newness over longevity, and volume over value.

It does not stop there. Research at Ghana’s Kantamanto Market, one of the world’s largest second-hand clothing markets, found that large volumes of garments exported from wealthier countries as “rewearable” were arriving damaged and unsellable, quietly shifting the financial and environmental burden onto communities with the least capacity to absorb it.

Resale, rental, and repair models are growing fast, and the question is no longer whether they will become mainstream, but how quickly. Yet these models can only go so far if the products moving through them were never designed to last. A garment built for a single season cannot be meaningfully repaired or resold at scale. Getting there requires more than business model innovation, but a fundamental shift in how products are conceived: garments designed from the outset to be worth keeping, repairing, and passing on, with the durability, repairability, and material quality to make that possible in practice.

Beyond the cleanup

World Cleanup Day serves a vital purpose. It makes waste visible and creates a moment for collective action, but the fashion industry needs more than a cleanup. It needs a rethink.

The real opportunity is not to manage textile waste more efficiently. It is to redesign the system so that far less value is lost in the first place: through better data, smarter infrastructure, longer product lifetimes, and a genuine commitment to keeping materials in use. That is the shift the industry needs: from a system that generates waste by design, to one that treats it as a failure worth preventing.
