Air connectivity is vital to the world economy, opening opportunities for the next generation and shaping global development. The International Civil Aviation Organization (ICAO) exists to ensure the benefits of aviation reach every corner of society, with no country left behind.

ICAO leads its 193 Member States towards the Organization’s strategic vision of air transport for all by 2050, with zero fatalities and net-zero carbon emissions. Achieving these ambitions will demand unprecedented levels of strategic investment, robust performance-based technical standards that encourage innovation, and results-focused programming by the Organization. In this regard, ICAO’s Business Plan for 2026–2028 provides near-term objectives, ensuring incremental and measurable progress towards the strategic vision for the next quarter century.

ICAO’s central function is to guide the development of technical standards and policies through a consensus-based approach that engages all Member States and stakeholders across the air transport ecosystem. These standards and policies span all areas of aviation safety, security, sustainability, and economic development. ICAO also supports the implementation of these standards and policies by Member States and the air transport industry by offering targeted and accessible capacity-building support. 

Eliminating fatalities

ICAO ensures the highest levels of safety and security for every flight through its global standards, oversight systems, and coordinated responses to emerging threats. The Organization’s collaborative efforts prevent the loss of life through requirements that encourage the implementation of state-of-the-art technologies: the undertaking of robust accident and incident analysis, the development of advanced cybersecurity protection, and health emergency management. Through oversight schemes such as the Universal Safety Oversight Audit Programme and security audit mechanisms, ICAO maintains performance worldwide, supporting States as they meet critical obligations.

Carbon-neutral flying

To meet the challenge of reaching net-zero carbon emissions by mid-century, ICAO is leading international aviation’s response to the climate emergency through its core standard setting function, and by providing innovative approaches and global tracking of progress. Through global initiatives such as the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) and the ICAO Assistance, Capacity-building and Training for Sustainable Aviation Fuels (ICAO ACT-SAF) program, the Organization is accelerating the implementation of solutions that decrease the carbon impact of each and every flight.

Air transport for all

Every day, and across all its activities, ICAO champions seamless, accessible, and reliable mobility for everyone. This is about helping Member States create a global air transport system that connects all communities to enable sustainable economic growth by enhancing air navigation capacity, integrating new airspace users such as drones and urban air taxis, and expanding connectivity to remote and developing regions. In parallel, governments and industry must improve the user experience through digital transformation and better border management. ICAO’s crisis management activities also enhance the resilience of air services, enabling aviation to better recover from disruption and adapt to change.

Implementation support forms the backbone of ICAO’s commitment to inclusivity. Through comprehensive assistance, ICAO ensures every State can realize the socio-economic benefits of safe, secure, and sustainable air transport. Programs provide capacity building, training, and technical support, while 

the deployment of Implementation Packages enables Member States to overcome operational challenges and enhance compliance. The ‘No Country Left Behind’ initiative captures this approach, closing gaps in standards adoption and building capacity where it is most needed. ICAO is also investing in the future of aviation’s workforce, supporting programs for youth engagement, women’s participation, and professional development. The Next Generation of Aviation Professionals and Gender Equality Programmes inspire and train talent, supporting a diverse global sector ready to meet tomorrow’s challenges.

Governance, inclusion, and accountability at every level

Through its headquarters in Montreal and its regional presence in Bangkok, Beijing, Cairo, Dakar, Lima, Mexico City, Nadi (Fiji), Nairobi, and Paris, ICAO’s outreach ensures that global objectives and obligations reflect regional needs, realities and aspirations. Our staff in these cities also deliver support tailored to the needs of each Member State, always in line with the global momentum. Partnerships with stakeholders across the aviation ecosystem worldwide also further ICAO’s mandate, fostering harmonization and innovation in technical and operational domains. 

The ICAO Assembly of all Member States usually takes place once every three years. At its most recent meeting in 2025, the Assembly adopted 32 unanimous and unprecedented resolutions in support of our strategic vision, which will now be implemented by the ICAO Council of 36 States, with support from the ICAO Secretariat. The ICAO Secretary General ensures the effective delivery of the Organization’s work program.

In this regard, robust governance and monitoring are key to ICAO’s operational model. Contributions and funding are managed in accordance with regulations, policies, and results-based accountability frameworks, offering donors and partners transparent reporting from implementation to measurable results. Continuous organizational improvement, digitalization, and human resource management are the foundation for ICAO’s efficiency, resilience, and excellence.

Through these integrated functions, structure, and partnerships, ICAO is committed to shaping and leading global air transport during this period of unprecedented transformation, and opportunity.
