Founded in 1966, the Joint Inspection Unit (JIU) is the only external oversight body within the United Nations system. The idea of creating such a mechanism emerged after the financial crisis that affected the UN in 1960. In 1965, the General Assembly established an ad hoc committee of experts to examine the financial situation of the Organization and its specialized agencies.

This committee recommended the creation of the JIU to carry out field investigations, as well as independent evaluations, inspections, and analyses aimed at improving management, strengthening coordination among entities within the system, which promoted efficiency and the proper use of resources.

Over the years, the JIU has conducted numerous inspections and published many reports on a wide range of important topics, including the delegation of authority and the internal justice system, among others.

This issue of the magazine looks back at 60 years of the JIU, the way it operates, and its future prospects. It also includes an interview with its current Chair, Conrod Hunte, who addresses several issues, including a question that is often raised: why is the JIU sometimes perceived as “toothless”?

Fondé en 1966, le Corps commun d’inspection (CCI) est le seul organe de contrôle externe du système des Nations Unies. L’idée de mettre en place un tel mécanisme est née à la suite de la crise financière qui a frappé l’ONU en 1960. En 1965, l’Assemblée générale a ainsi créé un comité ad hoc d’experts chargé d’examiner la situation financière de l’Organisation et des institutions spécialisées.

C’est ce comité ad hoc qui a recommandé la création du CCI afin qu’il mène des enquêtes sur le terrain, mais aussi qu’il procède à des évaluations, des inspections et des analyses indépendantes visant à améliorer la gestion, renforcer la coordination entre les entités du système et promouvoir l’efficacité et la bonne utilisation des ressources.

Tout au long de son existence, le CCI a mené de nombreuses enquêtes et publié un grand nombre de rapports couvrant des sujets aussi variés qu’importants, tels que la délégation d’autorité, le système de justice interne, et bien d’autres encore.

Ce numéro du magazine passe en revue les 60 ans d’existence du CCI, son fonctionnement ainsi que ses perspectives d’avenir. Il donne également la parole à son Président actuel, Conrod Hunte, qui, dans un entretien exclusif, aborde plusieurs questions, dont celle qui revient souvent : pourquoi le CCI est-il parfois perçu comme un organe sans réel pouvoir?
